Madz @2016-11-08 13:47:46	you can apply even after level 1 or wait till you finish level 3. basically, as long as you dont have all 3 levels completed and the 4 yrs. of experience, they'll just give you an affiliate membership status. It'll give you all the benefits of being a member, apart from voting rights. so just see if the cost if worth it for you and then apply.
